About the Book

What should a government leave behind?

Public debate is dominated by taxes, spending, debt and the size of the State. These questions matter. But they do not fully explain why similar policies and resources can produce very different outcomes—or why today's apparent savings sometimes become tomorrow's costs.

The Sovereign Prosperity Framework asks a more enduring question: does a decision strengthen or weaken the capabilities that future generations will inherit?

Across institutions, human capability, productive enterprise, infrastructure, natural resources and society, the book develops a way to distinguish money spent from value created, short-term results from lasting capacity, and promised efficiency from improvements that can actually be demonstrated.

Moving from philosophy to practical application, it examines public finance, healthcare, education, housing, transport, energy, digital infrastructure and government reform. Case studies—including the NHS, HS2, Norway's petroleum wealth and UK water—explore how institutional choices shape long-term outcomes.

The book brings together three connected elements: Sovereign Prosperity Theory (SPT), an intergenerational stewardship proposition; the Sovereign Prosperity Economic Model (SPEM), a proposed research architecture requiring empirical testing; and the Sovereign Prosperity Framework (SPF), a practical approach to evaluating decisions and their consequences.

It does not argue that government must always be bigger or smaller, or that one political philosophy has all the answers.

Instead, it offers a different standard by which citizens, policymakers and future generations can judge public decisions:

Not simply what government spends or promises today, but what it leaves behind tomorrow.

About the Author

The Unappointed

I'm not a politician. Nobody elected me, appointed me, or asked me to write this. I'm simply someone who believes we can do better — and that fixing things starts with being willing to question how they work.

I believe the quality of government should be judged not only by what it promises or delivers today, but by what it leaves behind for future generations.

The Sovereign Prosperity Framework grew from a simple question: why do governments with similar resources achieve such different results, and what would it take to build a State that becomes more capable over time?

I write under the name The Unappointed because these questions belong to everyone. They shouldn't require political office, an appointment or institutional permission to be asked.

My aim is not to promote a political party or ideology, but to encourage better questions, more thoughtful decisions and a longer view of prosperity.
