Kari “Gary” Hyötylä is the founder of TrustCore AI Systems Oy and the author of Governance Before Decision. His work focuses on runtime governance for agentic AI systems: authority, execution boundaries, provenance, and evidence around consequential actions.

He builds practical systems that separate what an AI model proposes from what a system is actually authorized to execute. His research and engineering work explores fail-closed control, authority-at-effect, deterministic decision gates, and auditable AI execution.
