AB 2013, SB 53, and SB 942.

Working with that material in an AI system creates a problem that ordinary document retrieval does not solve by itself.

Finding the right passage is only part of the task.

The AI must also distinguish what a provision actually establishes, how far a conclusion can extend, which source supports it, whether provisions from different laws are genuinely related, and when an interpretation has moved beyond the available evidence.

The California Artificial Intelligence Regulation — AI Reasoning Companion is designed to support that kind of sustained source-based work.

It is a reference publication intended for use alongside the official California AI regulation source PDFs in ChatGPT, Claude, Gemini, and other AI systems capable of working with uploaded documents.

It does not replace the legislation.

Instead, it adds two layers of prepared analytical reference material:

Each Source Snapshot Record is a bounded analytical reference tied to identified source material and a defined analytical boundary. A record may preserve a supported relationship, classification, constraint, qualification, applicability condition, reporting arrangement, remedy structure, unresolved issue, or other analytically significant distinction.

The objective is to give a later AI conversation access to analytical work that has already been separated, bounded, and documented rather than requiring every relationship to be reconstructed from scratch.

Built for sustained AI-assisted research

A single question about a regulation can often be answered by retrieving the relevant passage.

Longer conversations are more difficult.

As questions accumulate, earlier interpretations become part of the conversational context. Material from different provisions can begin to blur together. A qualification established in one law may be carried into another. Similar terminology may encourage connections that the source material does not actually establish. An inference may gradually be repeated as though it came directly from the legislation.

The Companion is designed to provide additional structure for that environment.

Its AI Reasoning Instructions require distinctions among source material, Source Snapshot Records, current analytical reasoning, newly researched information, uncertainty, and unsupported extensions.

Its Source Snapshot Records preserve selected analytical findings within documented boundaries so that later reasoning can refer to them without silently expanding what they establish.


Source material remains primary

The Companion is not a substitute for the official legislation.

It is designed to be uploaded alongside the three source PDFs used for this edition:

AB 2013 — Generative Artificial Intelligence: Training Data Transparency

Approved September 28, 2024. The law establishes training-data documentation requirements for covered generative-AI systems and services.

SB 53 — Transparency in Frontier Artificial Intelligence Act

Approved September 29, 2025. The legislation addresses frontier AI frameworks, reporting, critical-safety incidents, covered-employee protections, enforcement, and related matters.

SB 942 — California AI Transparency Act

The Act addresses AI detection tools, manifest and latent disclosures, third-party licensing conditions, civil penalties, and exclusions, with its provisions operative January 1, 2026.

The source PDFs are not included with the Companion. The publication itself identifies the three source documents and is designed to be used alongside them.

When a question extends beyond the existing Source Snapshot Records, the underlying legislation remains available for direct examination.

This allows the AI to work with both prepared analytical structure and the original evidence rather than forcing one to replace the other.

Designed to preserve boundaries across multiple laws

The California Companion presents a different reasoning problem from a publication built around a single statute.

Its source environment contains three separately enacted laws addressing different portions of California’s developing AI regulatory landscape. Their presence in the same AI conversation does not by itself establish that every provision operates together, shares the same regulated population, or supports the same analytical conclusion.

The Companion preserves those source identities and analytical boundaries.

That makes it possible to ask not only:

What does California law say about this issue?

but also:

Which law supports this conclusion?

Which actors, systems, or circumstances does that provision address?

Is a relationship between these provisions actually established?

Where does an applicability condition or exception begin and end?

How far does the available support extend?

Those distinctions become particularly important when an AI is reasoning across laws that use overlapping AI terminology while imposing different definitions, disclosure requirements, reporting structures, protections, remedies, or applicability conditions.

The objective is not to merge AB 2013, SB 53, and SB 942 into one artificial regulatory system.

It is to make them available for joint examination while preserving what each source actually establishes.

Multiple analytical resolutions

The Companion contains records constructed at defined analytical resolutions.

Resolution governs the level at which a particular structure is examined.

Some records examine broader arrangements across a law or major statutory region. Others examine more detailed definitional, reporting, disclosure, enforcement, applicability, or constraint structures. The Companion’s table of contents expressly separates Overview Resolution and Standard Resolution records across its California source materials.

A broad record should not automatically inherit every lower-level detail contained somewhere in the legislation. A detailed record should not automatically become a characterization of an entire law—or of California AI regulation as a whole.

Preserving resolution allows different analytical levels to coexist without silently collapsing them into one another.

This is particularly useful when moving between broad regulatory arrangements and specific statutory provisions during a longer research session.

How to use the Companion

The publication is designed for a simple workflow:

  1. Obtain the Companion and the official source PDFs used for the edition.
  2. Upload them to a Custom GPT, AI Project, or comparable document-capable AI environment.
  3. Copy the included AI Reasoning Instructions into the AI system’s instruction field.

The California Artificial Intelligence Regulation — AI Reasoning Companion is a working implementation of the AI Source Analysis Framework.

It is designed to make analytical boundaries, evidentiary standing, relationships, uncertainty, and claim limits more explicit during AI-assisted work.

It does not guarantee accuracy, eliminate hallucination, certify an AI system’s output, or establish superiority over other research or retrieval methods.

Its Source Snapshot Records are bounded analytical references, not independent legal opinions and not substitutes for professional legal advice.

The underlying legislation remains the primary evidence.

The publication implements a narrower proposition:

Analytical information about consequential source material can be prepared in advance, preserved as structured records, and supplied to a later AI conversation alongside the original evidence.

That analytical material can then be inspected, questioned, compared with the source, challenged, extended through new examination, and used throughout a sustained AI-assisted research session.
