Strategy is not where you are heading but how you get somewhere in the long run. Strategy is about the deliberate choices you make to get there. That is true for all strategies and especially for test strategies.

Test Strategies have historically been a document that loads of effort from a Test team is made only for no one to read it. This is partly because the business often doesn't care how it's tested, as long as it works when deployed. To align Test Strategies to Business objectives makes perfect sense and should be obvious. Jesper has done a great job of articulating some of the ways to do this. This can be a great reference for more modern strategies being created going forward

I recently had the pleasure of reading Goal-Aligned Test Stragies by Jesper Ottosen. The idea of using Wardley Mapping to combine test approaches with business goals in the same model looks very promising. Both as a workshopping tool and for communicating the choices on what to focus testing on. If you are a fan of visualizations and modeling I can highly recommend Jesper's book. It is a quick read but there is a lot of insight and references packed into the relatively few pages
