This book examines current challenges facing those who are victimized by computer crimes, frustrated in their perception that federal law enforcement is inadequate and "self-help" is the only means of effective deterrence.

It lays bare the difficulty in reasoning about when and how to take actions at the extreme of aggression where defense becomes offense and considers what changes to law and policy could appropriately address victims' concerns while preventing unrestricted counter-striking or hacking-back.

Dave Dittrich has been involved in investigating and countering computer crimes going back to the late 1990s, first in a support role, then network security operations, consulting, and applied computer security research. He coined the term "Active Response Continuum" in 2005 to describe the socio-technical hurdles defenders must overcome and to guide researchers and security operators in bridging the gaps between skill levels of responders and between private actors and law enforcement, all the while acting in ways that maintain the trust and confidence of the general public. Dave has a long list of publications and has presented extensively at invited talks, panels, and conferences around the globe.
